Director General of Sierra Leone Petroleum Directorate to consult with Petroleum Industry investors

In August 2018 Mr Timothy Kabba was appointed as Director General of the Sierra Leone Petroleum Directorate. Mr Kabba brings fresh perspectives to the current Fourth Sierra Leone Licensing Round and in step with the Government’s New Direction initiative, he has decided to expand the dialogue and enter a period of industry consultation.

Sierra Leone Fourth Licensing Round Extension of Bid Deadline

Following an extended election period, resulting from the run-off between the two main political parties, the Government of Sierra Leone has decided to extend the close date of the country’s Fourth Licensing Round to the 27th September 2018.
This License Round is being exclusively supported by the Getech Group (AIM; GTC), through its wholly owned subsidiary ERCL.

Launch of the Fourth Sierra Leone Offshore Petroleum Licensing Round

The Petroleum Directorate Sierra Leone launched the country’s Fourth Offshore Petroleum Licensing Round yesterday in London’s Geological Society. This Round is being exclusively supported by the Getech Group (AIM; GTC), through its wholly owned subsidiary ERCL. Applications to the Round close at 12-noon on 28th June 2018.

During the meeting, the Director General of the Petroleum Directorate, Raymond S Kargbo and team, and ERCL Director Huw Edwards, presented details of:

·     The Contract Areas on offer

·     The technical data available to support bids

·     The application procedure for interested companies

Over thirty oil companies attended; this high number of attendees demonstrates the strength of interest in Sierra Leone’s hydrocarbon potential.

Having worked in partnership with the Petroleum Directorate of Sierra Leone since 2016, we were delighted to host Raymond and his team as they launched this exciting new phase for the country’s petroleum sector. Together, we have assembled an extremely high quality technical database, and put in place a robust licencing framework. These will assist investors in their evaluation of the significant potential of the Sierra Leone margin – much of the well and seismic data are being made available for the first time. Investors also have the opportunity to license a number of value-add products, built using the Government’s released seismic and well database.”


Petroleum Directorate Sierra Leone to launch the Fourth Licensing Round in the UK

The Petroleum Directorate of Sierra Leone (PDSL) will be officially declaring open its Fourth Licensing Round on the 15th January 2018 in Freetown, Sierra Leone. This will be followed by an official launching of the Licensing Round on 25th January 2018 at the Geological Society of London, Burlington House, Piccadilly, Mayfair, London, UK. The dates have been finalised and the round will run from 15th January until 28th June 2018.

Sierra Leone Makes Fourth Licensing Round Pre-Announcement

PDSL Announcement 2The Director General of the Petroleum Directorate of Sierra Leone (PDSL), Raymond Kargbo, announced at this week’s Africa Oil Week Conference in Cape Town, South Africa, that his country’s Fourth Offshore Petroleum Licensing Round will take place between mid-January and the end-May 2018.

This License Round will be exclusively supported by the Getech Group (AIM; GTC), through its wholly owned subsidiary ERCL.

ERCL and the Petroleum Directorate have worked together since 2016 to provide the data that investors will require to review Sierra Leone’s proven prospectivity. Through Data Rooms in Freetown and London, investors can access a huge range of technically-rich information, including:

  • 15,000 line km of 2D seismic
  • >10,000km2 of 3D seismic (including PSDM volumes reprocessed by previous operators)
  • all wells from the 2009-2013 drilling campaigns, which produced four discoveries

The 3D seismic data and wells are available to license from the PDSL and will be delivered by ERCL.

Also available to licence are a number of value-added products, built by the Getech Group using the Government’s released 3D seismic and well database. These include the Sierra Leone Digital (GIS) Atlas and Sierra Leone Petroleum Geology Report. In addition, the Getech Group’s large potential fields database and regional reports are also available to assist in evaluating the Sierra Leone margin.

The Petroleum Directorate of Sierra Leone extends agreement for the Getech Group’s Advisory & Support Services

Getech is pleased to announce a new agreement to provide advisory and technical support services to the Petroleum Directorate of Sierra Leone through its wholly owned subsidiary, ERCL.

The mission of the Petroleum Directorate is to facilitate the exploration and development of Sierra Leone’s petroleum resources for the long-term benefit of its people, through the development of regulatory guidelines and monitoring contract compliance, having due regard for the economy, the environment, safety, technology, as well as balancing the interests of the nation and investor.

ERCL Limited, a Getech Group company, has been working with the Petroleum Directorate since 2016, providing a long-term counterpart training programme for the Directorate’s technical team in Freetown, with initial funding from the World Bank’s EITAP programme.

The new agreement focuses on building a national database to transform access to data and information needed by organisations in the petroleum sector to help them make their investment decisions. To fast-track insight into the prospectivity of the region, ERCL will leverage its geoscience expertise and add value to the national database by developing a series of technical studies. In its commitment to capacity building, ERCL will also continue to provide technical support, technology transfer and counterpart training to the Petroleum Directorate’s technical team.

On Thursday 27th July at a meeting of the PESGB 3 Counties Regional Group in Henley on Thames UK, John Clark from ERCL (A Getech Group Company) presented an Oil and Gas Outlook for Sierra Leone on behalf of the Petroleum Directorate of Sierra Leone. Four members of the Petroleum Directorate technical team attended the meeting who were on a two week visit to the UK.

The talk was a great success and was well-attended by oil industry representatives. The presentation focussed on the recent activity in Sierra Leone and the future, with the Petroleum Directorates data room now open in Freetown.

UK 29th Round – Technical Evaluation and Screening

Separate studies available now for Mid North Sea High area and Rockall Trough
High grading plays for detailing prospect evaluation

ERCL is pleased to announce completion of our Multi-Client Technical Evaluation and Screening Studies for the 29th Round Blocks. Two areas have been investigated, the Mid North Sea High area and the Rockall Trough, and are available to purchase on a non-exclusive (multi-client) basis. Each evaluation is a screening of UK 29th Round blocks using all the publically available well data, OGA seismic data and gravity and magnetics data. Additional information has also been used to refine and extend our interpretations, namely:

  • Getech Globe New Ventures platform to investigate reservoir provenance
  • Getech’s industry-leading G&M database to help constrain depth to basement and
  • Thermal history studies undertaken by Geotrack on both a basin scale and regionally along the UK Atlantic margin to determine source rock maturity and hydrocarbon generation history. Whilst OGA has released the basic AFTA and VR data for selected wells, no interpretation or thermal history reconstruction work has been released.

Areas of interest have been highlighted and ranked, detailing plays which warrant a more detailed prospectivity evaluation. Items to be delivered with each study are:

  • ArcGIS project – integrating all available data
  • Report – summarises plays in each area
  • Powerpoint – detailing plays investigated
  • Kingdom project – with key horizons interpreted
